WASHINGTON, D.C. – Today, Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, issued the following statement regarding the Department of Energy’s (DOE) announcement that it would issue funding opportunities to support the mining and processing of critical materials and minerals. “Ensuring that the United States has access to the critical materials and minerals that are used in everything from cell phones and missile guidance technology to energy applications must be one of our top priorities. Over the past several months, our Committee has held multiple hearings on the urgent need to secure our critical mineral and material supply chains, including by increasing domestic mining and finding new ways to recycle these materials from coal ash and electronic waste,” said Chairman Guthrie. “As we continue to counter adversaries, like China, the Department of Energy’s announcement is a strong step toward ensuring that Americans will continue to have access to the tools and technologies we rely on.” https://energycommerce.house.gov/posts/chairman-guthrie-applauds-doe-action-to-secure-american-critical-minerals-and-materials-supply-chains

The rare earth market has become polarized, with a significant increase in Pr-Nd prices [SMM Rare Earth Weekly Review] The price of Pr-Nd oxide has seen a significant increase overall this week. From the perspective of market sentiment, upstream suppliers still have high confidence in the future market of Pr-Nd, and their willingness to sell at low prices is not strong. Meanwhile, the supply of Pr-Nd products remains tight, and the purchase willingness of downstream buyers has increased. As a result, the price of Pr-Nd oxide has risen to 537,000-540,000 yuan/mt this week. https://news.metal.com/newscontent/103479880/The-rare-earth-market-has-become-polarized-with-a-significant-increase-in-Pr-Nd-prices-[SMM-Rare-Earth-Weekly-Review]

China’s rare earth quotas go dark China has just thrown a curveball at the rare earths market. For the first time in over a decade, Beijing has set its annual mining and smelting quotas without telling anyone outside its state-owned inner circle what the numbers are. https://mining.com.au/chinas-rare-earth-quotas-go-dark/

China cracks down on foreign companies stockpiling rare earths. Beijing determined to retain leverage over supply by preventing buyers from building large inventories China is warning western companies against stockpiling rare earths or risk even greater shortages, as Beijing tightly controls supplies of the metals vital to electric vehicles and other civilian and defence sectors. China has told foreign companies not to hoard rare earths and their products, which are mostly magnets used in electric motors and other critical tech, as fears about Beijing’s export curbs drive up demand, according to two people familiar with the matter. “Beijing is telling companies they cannot go out and build huge inventories in rare earths, or they will face shortages,” one of the people said. The other person familiar with the matter said Chinese authorities were deliberately limiting approved export volumes to prevent foreign stockpiling. “This will be a leverage point from now on,” they said. Beijing’s efforts to prevent companies from building up large inventories, which would give them more flexibility to respond to shortages and price fluctuations, show its determination to maintain maximum leverage in a sector, the people said. China placed seven categories of medium and heavy rare earths on an export control list in April in response to US President Donald Trump’s “liberation day” tariffs. That move, which also covered permanent magnets and other finished products, triggered shortages across a range of industries, particularly automobiles. https://www.ft.com/content/9f9e222d-f351-4e0f-be9b-aab309562c6c

Rare Earths Rally After the U.S. Sets a Price Floor By Metal Miner - Aug 13, 2025, 12:00 PM CDT The U.S. Department of Defense set a $110/kg price floor for NdPr oxide to encourage domestic production and challenge China’s dominance. China’s export controls on key rare earth metals have tightened global supply, prompting allied nations to diversify sourcing and expand processing capacity. Rare earth prices have surged on constrained supply and robust demand, with market watchers expecting elevated prices through Q3. https://oilprice.com/Energy/Energy-General/Rare-Earths-Rally-After-the-US-Sets-a-Price-Floor.html

Environmental, Indigenous groups join in calls against Blanding uranium mill KEY TAKEAWAYS Environmental and Indigenous groups are joining calls against a uranium mill near Blanding. The White Mesa Mill has long been opposed by members of the nearby White Mesa Ute community, worried about the threat of radiation exposure. The firm that operates the mill, Energy Fuels, says the facility is safe. https://www.ksl.com/article/51360324/environmental-indigenous-groups-join-in-calls-against-blanding-uranium-mill
