Endlich ist es also offiziell, dass die Produktionsaufnahme mindestens zwei Jahre dauern und dreistellige Millionenbeträge verschlingen wird. Außerdem ist man sich immer noch nicht sicher, ob man die Raffinerie wieder aufbauen will, denn es werden weitere Gutachten eingeholt. Vermutlich werden dann also die Vorplanungen schon ein jahr dauern, so dass man mit mindestens drei Jahren rechnen kann, bevor das erste Kobalt produuziert wird.

Oktober 2018 verkündete, sind die Resultate von drei Studien eingegangen, die man betreffend der Wiederinbetriebnahme der Raffinerie anfertigen ließ. Diese Studien sollen den Kapitalbedarf und die operativen Kosten untersuchen, aber auch um die Zeitläufe zu ermitteln und Käuferpotenzial auszuloten. Die Studien basierten auf der Annahme einer Produktion von 568 bis 1.063 Tonnen Kobalt pro Jahr, bei einem Mühlendurchsatz von 24 Tonnen pro Tag. Aber auch die Variante mit 50 Tonnen pro Tag wurde untersucht. Bei der Verarbeitung von 24 Tonnen pro Tag würden die Kosten für den Neustart etwa 25,7 Mio. USD betragen, inkl. 30 % Reserve für Unwägbarkeiten. Die operativen Kosten würden jährlich bei rund 6,7 Mio. USD liegen. Laut der Studien wäre ein Neustart innerhalb von nur 18 Monaten zu bewältigen. Als mögliches Eingangsmaterial wäre Kobaltkonzentrat vorgesehen, als Endprodukt würde entweder Kobaltsulfat für den Lithium-Ionen-Batteriemarkt erzielbar sein, aber auch Kobaltmetall für die amerikanische Raumfahrtindustrie. Dies hat das Management zum Anlass genommen, um jetzt bereits mit möglichen Abnehmern Gespräche aufzunehmen. Sie wurde im Jahr 1996 kommissioniert und hat einen Nominaldurchsatz von 12 bis 24 Tonnen pro Tag. Sie befindet sich in einem ausgezeichneten Zustand und besitzt alle erforderlichen Genehmigungen um schnellstmöglich wieder in Produktion gehen zu können. Zukünftige Käufer der Produkte könnten uns dabei unterstützen mehr Flexibilität in den Finanzierungsfragen zu erlangen, aber auch Verwässerungen der Aktienstruktur zu vermeiden. Wir sind der Meinung, dass die Raffinerie bestens dafür geeignet ist, Kobalt für den US-Markt zu produzieren, da dieser mit großen Nachschubproblemen zu kämpfen hat. Zurzeit arbeiten wir mit Ingenieuren und Marketingpartnern daran, die passenden und gewinnträchtigsten Möglichkeiten auszuloten. Dazu gehört auch eine Überarbeitung der Durchflussprozesse der Raffinerie und deren Auswirkungen auf Kapital- und Produktionskosten.“ Auch wenn man derzeit noch keine definitive Entscheidung für den Neustart getroffen hätte, untersuche man bereits Finanzierungsmöglichkeiten, um die Verwässerung für die Aktionäre so gering wie möglich zu halten.
