Chinese AI Firms Fall on Report of DeepSeek, Moonshot Probe

(Bloomberg) -- Shares of Chinese AI model developers fell after a report that the country's regulators have opened a probe into startups DeepSeek and Moonshot AI over data security concerns.
Z.AI Co. and MiniMax Group Inc.'s shares declined as much as 7.4% and 6.3% in Hong Kong, respectively, after the Information report. The US tech news outlet's report added that the probe began after Anthropic PBC's accusations that DeepSeek and Moonshot AI had been routing sensitive data through its Claude models. Alibaba Group Holding Ltd., which develops the Qwen model, also slid 4.2% following the report.
The development adds to investor concerns that Chinese artificial intelligence firms may face intensified scrutiny amid growing debate over AI safety. Expectations are mounting that President Donald Trump and his Chinese counterpart Xi Jinping will seek an agreement on the AI industry at their upcoming summit.
Investors are "afraid" that Beijing may heighten scrutiny of the industry, said Leonid Mironov, portfolio manager at Gavekal Capital. Sentiment has weakened as the scope of regulation remains unclear and may risk slowing China's AI model development, he added.
Other technology companies with their own AI model also declined, with Xiaomi Corp. and Tencent Holdings Ltd. each falling about 2.5%.

Alibaba stock is down over 3% in Wednesday’s pre-market trading as investors react to the company’s global cloud and AI expansion. It appears investors are concerned that heavy AI spending could weigh on its bottom line. Alibaba’s latest quarter also showed a 75% decline in net income from a year earlier.
Today, Alibaba announced that it plans to open new cloud regions in Turkey, Finland, and the Netherlands over the next 12 months. The company also plans data centers in Malaysia, Germany, the UAE, France, and Hong Kong.

Alibaba Takes on Amazon, Google With Aggressive Overseas Cloud Expansion

Alibaba Group Holding Ltd. (NYSE:BABA) is expanding its cloud infrastructure across Europe, the Middle East and Asia as it increases investment in artificial intelligence.
The company plans to open its first cloud regions in Turkey, Finland and the Netherlands over the next 12 months, Bloomberg reported Wednesday. It will also expand capacity in Malaysia, Germany, the United Arab Emirates, France and Hong Kong.
Alibaba Steps Up AI Infrastructure
The expansion will support more localized cloud and AI services and deepen Alibaba’s competition with Amazon.com, Inc. (NASDAQ:AMZN) and Alphabet Inc. (NASDAQ:GOOG) outside Asia, the report said.
Alibaba also unveiled new AI chips for advanced model training and said it is developing foundation models with 5 trillion to 10 trillion parameters.
The company plans to build a 20-gigawatt global data center network by 2032. Citigroup estimates the infrastructure could support more than $160 billion in external cloud revenue.
Alibaba announced a $53 billion, three-year AI investment plan in 2025 and has signaled that capital spending will continue to rise.

China’s internet regulator is investigating DeepSeek and Moonshot AI after Anthropic alleged both companies had been routing sensitive user data to Claude models, according to people with knowledge of the matter.
In a 154-page report published on Sept. 10, Anthropic detailed how seven Chinese companies were using Claude illicitly on a widespread scale. In one example, Anthropic alleged that DeepSeek relayed requests from engineers building a police surveillance system to Claude.

While such accusations weren’t new, it was the first time that the U.S. AI firm provided elaborate evidence and data to support its claims. Other five companies named by the report were Alibaba, Zhipu, SenseTime, MiniMax and Xiaomi.
Shortly after Anthropic released the report, the Cyberspace Administration of China summoned representatives of the seven companies identified by the AI firm for questioning. The regulator later zeroed in on DeepSeek and Moonshot, the people added. As part of the probe, the CAC dispatched officials to interview executives and employees at the offices of DeepSeek and Moonshoot, the people said.
The allegations have raised concerns in Washington and Beijing, though for different reasons. U.S. authorities accuse Chinese developers of training their models with data drawn from more powerful American systems without authorization in a process known as distillation. Beijing is confronting a separate and potentially more serious problem: that the activities might have sent sensitive Chinese military, police and state-owned corporate data to the U.S., violating Chinese data security laws and regulations.
The probe comes at a sensitive time for Beijing. President Xi Jinping is due to visit Washington later this week, when he and President Donald Trump are expected to discuss an “AI dialogue,” a mechanism under which both countries notify each other about AI incidents with national-security implications.
The investigations are continuing, and the regulator hasn’t decided whether to penalize the companies, they said. Officials are determining the seriousness of the breaches and the intention behind them. CAC, Moonshot and DeepSeek didn’t immediately respond to requests for comment.
Anthropic said Moonshot routed more than 23 million exchanges to Claude between May and July. DeepSeek allegedly used a similar method for more than 12 million exchanges over 14 days in July. Customers weren’t told that their requests were being processed by Anthropic, according to the report.
In one case, Anthropic said a user it assessed as likely affiliated with the People’s Liberation Army asked Moonshot’s Kimi model to analyze surveillance footage tracking a person across hundreds of police cameras in Southwest China’s Chengdu, including cameras outside PLA facilities and defense-linked institutes. Moonshot allegedly forwarded the request and footage to Claude without the user’s knowledge, according to the report.
In these cases, Moonshot and DeepSeek rerouted customers’ requests to Claude without their knowledge and passed over the answers as processed by their own models, Anthropic said.
China tightly regulates cross-border data transfer. Companies need the CAC’s approval to send large volumes of data concerning Chinese citizens and companies overseas. The CAC also oversees the review of generative AI model release, giving them visibility into developers’ data, technology and security controls. The regulator has warned the companies that sensitive information must not be sent to U.S. models, including as part of future model development, the person said.

Sovereign AI Isn’t so Sovereign: Meta’s Llama Powers 38% of Adapted Models

Meta Platforms Inc. (NASDAQ:META) has emerged as the leading foundation for sovereign artificial intelligence models built on foreign open-source technology, according to new research from Counterpoint Research.
Meta’s Llama Leads Sovereign AI Models
Counterpoint found that 56% of the sovereign large language models it tracks are adapted models, meaning they are fine-tuned versions of existing open-source models. The remaining 44% are foundational models trained on native data.
Meta’s Llama accounts for 38% of adapted sovereign LLMs, making it the most widely used foreign base-model family. Alibaba Group Holding Ltd. (NYSE:BABA)-backed Qwen follows with a 20% share, while France’s Mistral holds 19%.
Counterpoint evaluated more than 170 models across more than 55 countries as part of its H1 2026 Sovereign AI LLM Index. The firm said Llama was the dominant base model across every region covered by the research.
Counterpoint Research Director Marc Einstein said sovereign AI ultimately centers on control and strategic autonomy, but that independence exists on a spectrum.
“A slight majority of ‘sovereign’ LLMs are fine-tuned on open-source foreign bases, so true autonomy is still the exception,” Einstein said. He added that countries are increasingly moving toward foundational models built from scratch using domestic data.
Counterpoint said Qwen is gaining adoption across Central and Eastern Europe, Asia-Pacific and Africa, helped by its multilingual capabilities. Mistral, meanwhile, has gained traction in Europe, Asia-Pacific and the Middle East through partnerships including Abu Dhabi-based G42.
The research also points to growing use of other foundations, including Alphabet Inc.’s (NASDAQ:GOOGL) (NASDAQ:GOOG) Gemma, NVIDIA Corp. (NASDAQ:NVDA) Nemotron and DeepSeek, as countries diversify their AI technology stacks and reduce dependence on a single provider.

U.S.-listed shares of Alibaba Group Holding rose more than 2% in overnight trading late Monday after the Chinese tech giant unveiled a new AI accelerator that it says is China's most powerful AI chip yet, intensifying competition with Nvidia as Beijing pushes to build a domestic alternative to U.S. technology.
The company's T-Head semiconductor unit introduced the Zhenwu V900, which Alibaba CEO Eddie Wu said delivers three times the performance of its predecessor. The accelerator can be deployed in clusters of up to 500,000 chips to support the training of large, frontier AI models. Reuters reported that the chip is expected to enter mass production in early 2027.
Nvidia Faces Growing Chinese Competition
The launch adds another potential challenge for Nvidia, whose high-end AI accelerators have become the industry standard for training and running advanced models but face export controls in China. NVDA stock was marginally higher in overnight trading late Monday.
Alibaba is simultaneously expanding its computing infrastructure, targeting more than 20 gigawatts of global data-center capacity by 2032. The company has committed more than $53 billion to AI capabilities over three years and plans to update its AI chip lineup annually.
