Ørsted recruiting for Greater Changhua projects

Ørsted has announced that it will start recruiting offshore wind farm operation and maintenance engineers for the Greater Changhua offshore wind farm in Taiwan. The company has a total of 25 positions available and is looking for technicians to support high-voltage equipment operation and maintenance, offshore wind farm facility maintenance, and wind turbine repair.
The maintenance team is to be ready for action before the first quarter of 2021. After receiving complete training, technicians will be engaged in the operation and maintenance the wind farm from 2022.
Candidates must have professional backgrounds in fields such as motors and machinery. In addition, Ørsted is looking for good physical fitness and the willingness to work at sea and high altitude. The new operation and maintenance engineers need to have fluent English skills and good communication skills to undergo international operation and maintenance training courses.
Ørsted is developing four offshore wind sites within the Greater Changhua site off Taiwan. With a potential 2.4GW capacity, the sites are expected to be capable of powering 2.8 million homes in Taiwan. This includes Greater Changhua 1 and 2a which are located between 35 and 60 kilometres off the west coast of Changhua County, Taiwan. They will consist of 111 Siemens Gamesa SG 8.0-67 DD offshore wind turbines, each with a capacity of 8 MW. Expected to be operational in 2022, the wind farms will have a combined capacity of of approximately 900MW, enough to supply around 1 million Taiwanese households with green power.
Greater Changhua 2b & 4 will be located adjacent to the 900 MW Greater Changhua 1 & 2a offshore wind farm, which Ørsted is currently constructing the 920 MW Greater Changhua 2b & Greater Changhua 4 offshore wind farms. With the current grid construction timeline, the projects are expected to secure grid access in late 2025. Ørsted expects to generate the first power from both projects shortly thereafter and to fully commission the wind farm in 2026.
Ørsted has a global offshore wind portfolio of exceeding 7 GW, making it one of the largest offshore wind developers in the market. Headquartered in Denmark, Ørsted employs 6,600 people. Ørsted's shares are listed on Nasdaq Copenhagen (Orsted) and in 2019, the group's revenue was DKK 67.8 billion (EUR 9.1 billion). By 2022, it aims to expand its offshore wind capacity to 9.9 GW, with projects in the US, Taiwan and across Europe (in Denmark, Germany, the UK and the Netherlands).

New York issues massive renewable energy solicitation

Governor Andrew M. Cuomo has announced the largest combined clean energy solicitations ever issued in the U.S., seeking up to 4,000 MW of renewable energy. This includes New York's second offshore wind solicitation which seeks up to 2,500 MW of projects, the largest in the nation's history.
The offshore wind solicitation includes a multi-port strategy and requirement for offshore wind generators to partner with any of the 11 prequalified New York ports to stage, construct, manufacture key components, or coordinate operations and maintenance activities. This solicitation has the potential to bring New York State halfway toward its goal of 9,000 MW of offshore wind by 2035 and meet Governor Cuomo's climate and environment goals under the Climate Leadership and Community Protection Act. Funding for port investments will include $400 million in both public and private funding. The New York State Energy Research and Development Authority (NYSERDA) will accept offshore wind bids between 400 MW and up to 2,500 MW.
In addition to the offshore wind solicitation, the Governor also announced the issuance by NYSERDA and NYPA of the largest ever coordinated solicitations for land based large-scale renewable energy projects by a U.S. state, under the State's ambitious Clean Energy Standard. Together, the combined solicitations from NYSERDA and NYPA seek to procure over 1,500 MW of clean, renewable energy, enough to power nearly 500,000 homes. Applicable land-based projects selected will be fast-tracked to construction under legislation passed in the budget to accelerate renewable energy siting to ensure the projects are developed responsibly and quickly so the state meets its CLCPA mandate.
Amid the ongoing COVID-19 pandemic, the solicitations, combined with a competitive multi-port funding opportunity are expected to spur approximately $7 billion in direct investments and to create approximately 4,500 short and long-term jobs at, which Cuomo claims will help to jumpstart and drive economic growth in New York State. The solicitations prioritise hiring in Environmental Justice Areas and benefits to Disadvantaged Communities in line with the state's new climate law.
In aggregate, the offshore wind, port infrastructure, and land-based renewable trifecta of solicitations seek to procure approximately 12 million MWh, enough to power over 1.5 million homes annually. Cuomo claims that together, taking into account the value of avoided carbon emissions, these solicitations are expected to deliver a combined $3 billion in net benefits over the 20 to 25 year life of the projects.
"During one of the most challenging years New York has ever faced, we remain laser-focused on implementing our nation-leading climate plan and growing our clean energy economy, not only to bring significant economic benefits and jobs to the state, but to quickly attack climate change at its source by reducing our emissions." Governor Cuomo said. "With these record-breaking solicitations for renewable energy and new port infrastructure, New York continues to lead the way with the most ambitious Green New Deal in the nation, creating a future fuelled by clean, renewable energy sources."
The announcement follows last year's solicitation, which resulted in nearly 1,700 MW of offshore wind awarded. NYSERDA selected Sunrise Wind, a 50-50 partnership between Ørsted and Eversource, and Equinor's Empire Wind project.

New Jersey sets out strategic plan for offshore wind

The state of New Jersey, on the east coast of the United States, has set out its strategy to achieve 7.5 GW of offshore wind by 2035. The new strategy document outlines future procurements and details steps in a plan to realize the wind’s deployment. The Offshore Wind Strategic Plan (OWSP) incorporates scientific studies and data, state agency input, industry expertise, and stakeholder input.
The Governor of New Jersey, Phil Murphy, described the plan as “a critical blueprint that will guide us toward our goal of 7,500 megawatts of offshore wind power by 2035 and help us achieve 100 percent clean energy by 2050.”
In addition to its 2018 solicitation, for 1.1 GW, the state is planning five offshore wind Requests for Proposals (RFP), as follows:
- RFP 2 in 2020 (for 1.2 GW, operational by 2026)
- RFP 3 in 2022 (for 1.2 GW, operational by 2029)
- RFP 4 in 2024 (for 1.2 GW, operational by 2031)
- RFP 5 in 2026 (for 1.4 GW, operational by 2033)
- RFP 6 in 2028 (for 1.6 GW, operational by 2035)
As part of the OWSP, 12,500 square miles of the Atlantic Ocean, east of the state and ranging from areas off Long Island to Maryland, were evaluated. The study area includes the majority of leased areas and some planned future areas in the New York Bight.
There are five “critical” areas of study in the OWSP:
- Environmental and natural resource protection
- Commercial and recreational fisheries
- Supply chain and workforce development
- Ports and harbours
- Energy markets and transmission
For each topic, the OWSP describes its strategic importance, includes a summary of stakeholder outreach, conveys current studies and findings, and outlines “specific recommendations for successful offshore wind development.” In particular, the plan calls for additional studies into fisheries, grid connection, and ports.
Last year, the BPU announced the winner of its 2018 solicitation for 1.1 GW. Danish offshore wind giant Ørsted secured rights to the site with the Ocean Wind project with support from New Jersey utility company Public Service Enterprise Group (PSEG). Located off the coast of Atlantic City, the project is poised to be New Jersey’s first commercial scale offshore wind farm. Subject to its final investment decision, the wind farm is expected to be completed by 2024.
Joseph L. Fiordaliso, President of the New Jersey Board of Public Utilities said of the plan: “Offshore wind represents a once-in-a-generation opportunity for New Jersey. By investing in this renewable resource we can provide jobs, clean energy, and millions of dollars in economic activity for our state. The new Offshore Wind Strategic Plan is a comprehensive roadmap for achieving Governor Murphy’s goal of 7,500 megawatts of installed capacity by 2035 and ensures we are working toward the best value for New Jersey ratepayers.”

European Commission looks to offshore renewables

As part of the European Green Deal, the European Commission identified the importance of agreeing a new approach for exploiting Europe’s offshore renewable energy potential in a sustainable and inclusive way. The revised Commission Work Programme confirmed that a European offshore renewable energy strategy would be published before the end of 2020, aimed at giving a strategic direction for the ambitious development and integration of this type of energy by 2030 and 2050.
In preparation for this new initiative, the Commission has published a Roadmap outlining the different parts of this process – and has opened a four week period for public feedback on this roadmap.
The Commission has also opened a broader public consultation about different elements that this initiative will cover. The aim is to gather views and input on the concepts from a broad range of stakeholders, ranging from national, regional and local authorities to businesses, unions, civil society organisations, education organisations, consumer groups, research and innovation organisations, as well as individual citizens. The consultation will be open for 10 weeks.
The broad aim of the initiative is to make it easier for the different forms of offshore renewable energy – notably offshore wind, but also tidal and ocean energy – to be developed. Given the potential for creating growth and jobs in the offshore renewables sector, the initiative was identified as crucial for boosting investments and future EU-wide deployment of offshore renewables, as recognised by the EU package for recovery from the COVID-19 crisis, building on the “Next Generation EU” instrument.
Several elements will be covered by the initiative aiming at future actions to scale up offshore renewable generation, distribution and use in view of reaching climate neutrality by 2050. The scope of the strategy covers all European seas (North Sea, Baltic Sea, Mediterranean Sea and Black Sea) and the Atlantic Ocean.
Feedback on the roadimap is open until 13 August 2020 with feedback on the public consultation is open until 24 September 2020.

Ørsted launches fund to support Taiwan suppliers

Ørsted has launched of the Offshore Wind Industrial Development Fund, aiming to support Taiwanese suppliers to ramp up their technological capabilities and nurture local talents.
The program, fully funded by Ørsted with a total amount of NTD 60 million, will be managed and executed by the Metal Industries Research & Development Centre (MIRDC) over the next 18 months. The aim is to ensure resources are in place for the local supply chain to strengthen professional techniques and competence, mend the skills gap and talent shortage, and drive a healthy development of offshore wind industry in Taiwan.
Christy Wang, General Manager of Ørsted in Taiwan, said: “Ørsted is dedicated to promoting the development of offshore wind value chain in Taiwan. On the one hand, we are providing full support to cultivate Tier 1 suppliers of the Greater Changhua 1 & 2a Offshore Wind Farms, helping new local suppliers speed up their learning curve and overcome challenges in meeting new industrial standards of the offshore wind sector.
“On the other hand, we are making additional efforts to support local companies interested in becoming sub-tier suppliers of the offshore wind supply chain. The industrial development fund ensures resources are provided to potential sub-suppliers to ramp up their technologies and standards as well as train local staff in these companies to successfully enter offshore wind and create a favorable environment for the overall industrial development.”
The fund has two stated objectives:
- Firstly, to nurture local offshore wind professionals through funding local companies to send their employees for high-level welding and Global Wind Organization safety trainings.
- Secondly, to boost localization of offshore wind technologies through offering each successful applicant company with a maximum of NTD 5 million to help them cross the technological threshold and become suppliers for offshore wind construction or for O&M products and services, thus furthering local offshore wind capabilities.
MIRDC is scheduled to hold an information session on 7th of August in Changhua County’s Forte Hotel with another two to take place in Taipei and Kaohsiung to give more details on the application procedures and review process.
Interested local companies may apply to the fund starting from 7th of August. Applications for talent trainings will be reviewed upon request until 7th of August 2021 2021, subject to fund availability, while applications for technology localisation will be reviewed altogether after the submission deadline on 30th September this year.
The review panel is comprised of experts from Ørsted, offshore wind industry and the academics. MIRDC will first review all applications then the review panel will convene. Members of the review panel may request an onsite visit to the applicant companies as deemed necessary.

The company is also recently supported the construction of the the Formosa 1 offshore wind farm, off the coast of Taiwan. Formosa 1 is located around 6 kilometres off the west coast of the Miaoli district in the Taiwan Strait and is owned by Formosa 1 Wind Power Co. Ltd., a partnership of Orsted (35%), JERA (32.5%), Macquarie Capital (25%) and Swancor Holding (7.5%).
Phase 1 of the project consists of includes two Siemens 4 MW demonstration turbines, which were installed in 2016, making this the first offshore wind project in Taiwanese waters. Phase 2 saw the addition of a further 20 Siemens Gamesa SWT-6.0-154 turbines, with a total output of 120 MW. Phase 2 started commercial operation on 27 December 2019.

Deutschland soll die Funktion der grünen Lokomotive übernehmen, machte Karliczek am Vorabend des ersten informellen Forschungsminister-Treffens unter deutscher Ratspräsidentschaft in Berlin klar: „Ich möchte die verschiedenen Ansätze zu einem Roadmap-Prozess zusammenführen“, sagte sie dem Handelsblatt. „Wir müssen beim Thema Wasserstoff in Europa gemeinsam ehrgeizig sein.“
Vor kurzem erst hatte die EU-Kommission eine Wasserstoffstrategie vorgestellt. Schön und gut, „es genügt aber nicht, wenn die Kommission einen Ansatz nur verkündet“, sagt Karliczek selbstbewusst Richtung Brüssel. „Wir müssen ihn mit hohem Tempo und mit Ehrgeiz umsetzen.“
Um Wasserstoff schnell zur Energie der Zukunft zu machen, will sie nun eine „Verzahnung der europäischen und nationalen Anstrengungen“ und dazu als erstes die nationale Förderpolitik eng abstimmen. Denn die große Masse der Forschungsmittel vergeben in der EU die Nationalstaaten, die Kommission hat dabei nur einen kleinen Anteil.
Damit hebt Karliczek die deutsche Wasserstoffinitiative auf die europäische Ebene – und sich gleich mit. Gerade erst hat Berlin sieben Milliarden Euro für den Markthochlauf von Wasserstofftechnologien in Deutschland und weitere zwei Milliarden für den Aufbau internationaler Partnerschaften freigemacht. Das will Karliczek nun offenbar orchestrieren.

Sie macht erneut deutlich, dass sie ausschließlich grünen Wasserstoff fördert. Anders als Wirtschaftsminister Peter Altmaier, der auch „blauen Wasserstoff“ auf der Basis von Erdgas propagiert. Es geht also Schlag auf Schlag bei Karliczek.
Erst Montagmorgen hatte die 49-Jährige die Verdreifachung der Mittel für die Erforschung des Coronavirus verkündet, die ihr Haus in Rekordzeit vergibt. Umgehend lief die News über die Nachrichtenkanäle. Dabei handelt es sich, gemessen an der knappen Milliarde für die Impfstoffforschung, mit seinem Volumen von 45 Millionen Euro nur um ein kleines Programm.
Daneben bescherte ihr auch das Schuldesaster Bonuspunkte: Während die Länder seit Monaten mit schlechtem Homeschooling und chaotischen Öffnungskonzepten den Zorn der Eltern entfachen, organisierte die Bundesbildungsministerin eine Milliarde Euro zusätzlich für Leih-Laptops und IT-Schultechniker. Es ist ein wenig wie bei Söder: Auch Karliczek hat die Coronakrise bisher geschickt genutzt, um ein neues, professionell-aktives Bild von sich zu zeichnen.

Ich denke die Hoffnung auf Biden als neuen Präsidenten mit viel Einsatz für erneuerbare Energien hat heute den Kurs deutlich nach oben gedrückt. In den USA ist Ørsted sowohl im Wind on- und offshore als auch im Solar Bereich aktiv und gut aufgestellt.
