I gather that what happens is that the government starts buying these minerals at a minimum floor price for their strategic stockpile, which sets the minimum price for that commodity in the marketplace. So if they started buying U3O8 from US producers at $100/lb then the Spot market price would jump to $100/lb for US delivery.
