Eine Fabrik ist nicht von heute auf morgen komplett eingerichtet und mit allen Arbeitskräften ausgestattet - das dauert seine Zeit. Trotzdem kann die Produktion begonnen haben - wenn auch noch nicht mit voller Kraft.
