Vara Mada FID is no longer an "IF" but a "WHEN" question. Here's why👇🏾 1️⃣Madagascar's president just came back from the UNGA and was clearly asking for investment (in his speech) 2️⃣Met with Gemcorp, a private credit company who specializes in mining financing (foreign investors only care about minerals at this point). 3️⃣The State Procurement Company, who has been mandated to import national fuels need is underfunded and the country was nearing a fuel shortage 2 weeks ago (an African bank bailed them out this time but what about next time?). I've seen a lot of handshakes but very little deals closed. I won't be surprised if FDI numbers drop to $100M this year, which will be the worst year since 2000 in nominal term vs $300M in 2025. The president needs to close a big deal and soon. Vara Mada is the biggest project the country has seen in the last 20 years and it's already on his desk for approval.

• Military Dependence: William Henagan stated that maintaining current military scale and pace would be very difficult without rare earths. • Trade and Security Talks: U.S. reliance on Chinese rare earths may be discussed alongside artificial intelligence safety, tariffs, detained Americans, Taiwan and China’s ties with Iran. • U.S. Leverage: The administration used threats of extra tariffs and possible limits on advanced computing hardware in response to Chinese export controls, according to Scott Bessent. • Chinese Export Controls: Beijing introduced controls on seven rare earth metals on 4 April 2025 and extended them to five more in October after U.S. tariffs. • Policy Shift: A former staffer noted the administration is the first to face full Chinese regulatory pressure, which altered China policy. • Softened Stance: The Trump administration has reduced pressure by cancelling aircraft equipment export limits and delaying arms deliveries to Taiwan. • Concessions Identified: Adam Posen suggests discussions on human rights and adjustments on Taiwan represent concessions by the Trump administration. • Busan Truce: Trump and Xi agreed in October to pause U.S. tariffs in return for suspending Chinese rare earths export controls until November; the White House labelled it a major victory. • Extension Announced: Bessent stated the deal was extended to 10 January to allow more time for economic measures, while downplaying a longer détente. • Market Predictability: Scott Kennedy notes the U.S. aims for market stability without encouraging Chinese complacency about a renewed trade war. • Alleged Non-compliance: U.S. officials claim China has not honoured the Busan agreement, with Chinese customs data showing a 20 per cent fall in rare earths exports to the U.S. in August compared with July. • China’s Supply Commitment: China’s foreign affairs ministry stated a commitment to sustaining global critical mineral supply chains amid accusations of limiting rare earth shipments. • U.S. Concerns on Exports: A senior U.S. official noted China’s rare earth export facilitation has fallen short of expectations and will be discussed at the Trump-Xi summit. • Efforts to Reduce Dependence: The Trump administration is attempting to cut reliance on Chinese rare earths through initiatives such as Pax Silica and Project Vault, a $12 billion stockpile plan. • Domestic Funding: The Pentagon’s Office of Strategic Capital has issued billions in loans to support domestic rare earth processing. • Ukraine Mineral Access: The U.S. has pursued controversial measures to obtain Ukraine’s critical mineral deposits in return for military aid. • Comparative Strategy: Henagan stated the U.S. approach is minor compared with China’s centrally coordinated, multiagency strategy. • Cost and Timeline: Ending reliance on Chinese rare earths may take five to ten years at roughly $10 billion annually in subsidies, with some experts suggesting longer durations. • Financial Disparity: The U.S. faces difficulty matching China’s spending, which has already allocated hundreds of billions of dollars to maintain dominance. • Increased Dependency: Posen observed that U.S. dependence on China for certain critical items is greater than four or eight years ago. https://www.washingtonpost.com/world/2026/09/24/donald-trump-meets-xi-jinping-rare-earths-give-china-powerful-hand/

As Trump meets Xi, rare earths give China a powerful hand China’s chokehold over rare earths has informed the White House’s less confrontational approach to Beijing, analysts say. • Rare Earth Leverage: China’s dominance over rare earths — vital for electronics, green energy and defence — strengthens Xi Jinping’s position in relations with Donald Trump. • Shift in U.S. Strategy: Analysts and former officials suggest the White House has adopted a less confrontational stance due to rare earth dependence during the trade war. • Trade Truce Extension: Both sides agreed to extend a trade truce, pausing Chinese export controls on rare earths until 10 January. • Export Volume: Chinese rare earth exports to the U.S. reached 512,000 kilograms in January 2025 during Trump’s second term, according to Chinese customs data. • Global Refining Control: Chinese firms hold over 90 per cent of global rare earth refining capacity, per the International Energy Agency. • Potential Economic Impact: A total export ban could cause annual U.S. industry losses of $1.5 trillion, according to the International Energy Agency.

US and China agree to extend trade truce until January: Bessent Two-month extension follows 'very productive talks,' Treasury secretary says • Trade Truce Extension: The U.S. and China have extended their trade pause by two months until January during Xi Jinping’s first state visit to Washington in over a decade. • Negotiation Time: The extension aims to allow further talks on broader agreements following tariffs and rare earth restrictions. • Implementation Gaps: Scott Bessent noted incomplete Chinese deliverables and delays in promised agricultural purchases after meetings with He Lifeng. • Productive Talks: Bessent described discussions as productive, with potential tariff cuts on $30 billion of non-critical goods and more agricultural deals. • Leadership Meetings: There is a possibility of two additional meetings between Donald Trump and Xi Jinping before year-end. • AI Cooperation: Bessent expects China to agree to a notification system for national security issues in artificial intelligence, noting Chinese eagerness to engage. • Truce Agreement: The US and China agreed in Busan to avoid escalating a trade war, with Washington limiting tariffs and Beijing easing rare earth export controls. • Extended Expiry: The deal now ends on 10 January 2027, earlier than Beijing’s desired extension to January 2029. • Distrust and Uncertainty: A two-month extension highlights serious mistrust, with 2027 expected to bring greater uncertainty in trade relations. • Rare Earth Controls: China imposed export restrictions in April 2025; shipments fell 13% year-on-year in August and 20% from July despite the truce. • Tariff Limits: The US pledged to cap new tariffs at 20% under the second Trump administration, while an investigation into excess capacity continues. • Short-Term Strategy: Washington uses brief extensions as checkpoints to monitor Chinese export performance and encourage Western diversification. • Unusual Airport Welcome: President Trump and Melania Trump greeted Xi Jinping and Peng Liyuan at Joint Base Andrews, breaking typical protocol reserved mainly for Roman Catholic popes. • Bilateral Meeting Topics: The leaders are set to discuss trade, artificial intelligence, rare earths, technology restrictions, Taiwan and Iran on Thursday. https://asia.nikkei.com/spotlight/trump-xi-summit/us-and-china-agree-to-extend-trade-truce-until-january-bessent
