Wie bei Zöllen, Iran und 200 anderen Sachen geht es ja nicht darum was rechtlich möglich ist. Senat und Co werden ja eh immer übergangen. Trump beschließt etwas per Dekret, Gerichte kippen das dann evtl. aber der Schaden ist ja trotzdem angerichtet
