Some insights from Chico:
NioCorp’s sudden adoption of a six-month “poison pill” (shareholder rights plan) on Nov. 21 wasn’t random, panicked, or routine — it was strategic, timed, and absolutely deliberate. This past week NioCorp, IBC, and likely Lockheed/DoD were in Washington D.C. meeting with EXIM about vertical integration funding, Sc-Al alloy manufacturing, and the financing pathway for Elk Creek. With the stock artificially depressed and major catalysts about to hit (drill assays, alloy results, DFS update, EXIM movement), the conditions were PERFECT for hostile hedge funds, opportunistic Legacy-linked investors, or even foreign-aligned funds to quietly accumulate 15–20% of the company before the revaluation starts. The board shut that window instantly.
This rights plan protects shareholders and the U.S. Government. Here’s how:
1) The U.S. defense establishment is now deeply tied to Elk Creek. Scandium–aluminum alloy testing with defense primes is advancing. Niobium, REEs, and titanium channels are in qualification. EXIM is engaged. The Pentagon wants a U.S.-controlled supply chain for Sc-Al alloys, high-strength Nb materials, titanium feedstocks, and magnet REEs — all of which Elk Creek uniquely provides. A hostile takeover by a private fund could derail that!
2) A foreign-controlled or private equity takeover would jeopardize national-security-grade materials. If a hostile fund grabbed control early, they could:
•break up the project
•delay U.S. offtake agreements
•divert supply overseas
•flip the asset before the U.S. government could secure it.
This rights plan prevents ANY entity from suddenly grabbing 20% without going through a fully transparent, government-visible process.
3) The U.S. Government likely expects NioCorp to protect this project. EXIM, DoD, DOE, and U.S. aerospace primes cannot engage in deep multi-year commitments if the company is exposed to takeover volatility. Shareholder stability is a prerequisite for national-security-level financing. The pill gives EXACTLY that stability.

Bessent: China "Made A Real Mistake" By Threatening To Curb Rare Earth Exports
Bessent told Financial Times in a new interview that the US will secure alternative supplies within “12 to 24 months” and also said of China's threat: “China has alerted everyone to the danger. They’ve made a real mistake. It’s one thing to put the gun on the table. It’s another thing to fire shots in the air.”
Despite recent disruptions triggered by China’s rare earths controls, he believes Beijing can no longer use these minerals as leverage: “I don’t think they’re able to do it now because we have offsetting measures.”
The Trump administration has made reshoring manufacturing and securing critical materials a central priority, arguing the US became dangerously dependent on foreign supply chains — particularly China.

Sunrise energy metals macht einen Scandium Deal mit Lockheed. Bei denen bin ich auch an Board. Neben Nio. Nächste Woche soll es dort eine qualitativ noch bessere Machbarkeitsstudie geben. Mal schauen was da noch so kocht. Der Scandiummarkt könnte durch seinen vielseitigen Einsatz in den nächsten 5 Jahren echt gross werden. Viel Glück
