"cannot be used for any other proposals" das heißt, es kann nicht für einen anderen Vorschlag verwendet werden.

Dieses Tool funktioniert ausschließlich für Vorschlag 3, und nur als verstärker. Es bildet die relation in gleichem Maße ab wie abgestimmt wurde. Dadurch wird sichergestellt, dass eine relative Mehrheit zu einer absoluten Mehrheit wird. Aber eben nur für Vorschlag 3
