Hier hat auch das Büro der Vereinten Nationen für Drogen- und Verbrechensbekämpfung UNODC großen Einfluss. Es wäre für die Einberufung jener Sitzung zuständig, welche das 57 Jahre alte Abkommen ändern müsste. Wie rasch das als konservativ bekannte UNODC diesen Schritt setzt bleibt abzuwarten. Selbst eine baldige Streichung des ­Cannabis von der Suchtmittelliste hätte zwar keine unmittelbaren Auswirkungen auf die Gesetzeslage einzelner Länder, würde der weiteren Strafverfolgung aber jegliche nachvollziehbare Grundlage rauben.
