— DoW Office of Strategic Capital is the Pentagon's critical minerals financing arm — $100B in authorized loan authority under the One Big Beautiful Bill Act
— UUUU is the only company operating a fully licensed conventional uranium mill in the U.S. (White Mesa Mill, Utah)
— Also a leading rare earth producer — uranium + REE positioning is exactly what DoW is targeting
— "Conditional commitment" — not finalized, conditions still to be met
— Company already has $700M in convertible notes outstanding (Oct 2025)
