According to the sources, the SEC told Nasdaq and Cboe Global Markets, which were the ones filing the applications in the name of BlackRock Inc. and Fidelity Investments, that the filings lacked clarity and were sufficiently comprehensive. A Cboe spokesperson told the WSJ that it has plans to update the application and file it again, while Nasdaq declined to comment."
